I.T. Project Manager (08B-08-003)

WBCM seeks a project manager with a BS/BA or Masters in IT Project Management, Computer Science, Geographical Information Systems or related field.  Candidate must have at minimum of 7 years experience in managing IT projects in a web environment.  Candidate must be able to manage IT development projects through the full development life cycle and be able to resolve issues and risks as they occur.   Experience in managing development in ASP, HTML, Javascript, .NET, XML, SOAP, Web services, and service-oriented architecture desired.  Experience in GIS application development and programming using ESRI 9.X products including ArcGIS Server, ArcIMS, ArcGIS Desktop and ArcSDE and Oracle a plus.  Experience in Transportation field and PMP certification is a big plus.  Position is for onsite work at one of our clients in downtown Baltimore.  Position reports to WBCM onsite project manager.   Refer to Job #08B-08-003 when applying via fax/mail.

Responsibilities/ Duties:

• Manage complete project lifecycle, develop plans, facilitate project meetings, and drive accountabilities.
• Create Design Docs, Test plans, User Docs, Training Manuals.
• Estimating Resources.
• Assigning and tracking of Tasks.
• Manage program to ensure that deliverables are met on time and on budget and to user satisfaction.
• Be able to Solve Problems and Resolve issues as they occur.
• Communication with Stakeholders.
• Liaison between the users and HISD developers.
• Produce weekly status on projects managing.
• Identify project risks and ensure that a risk mitigation plan exists.

Minimum Qualifications:

• BS/BA or Masters in IT Project Management, Computer Science, Geographical Information Systems or related field.
• 7+ years of proven/verifiable experience as a Project Manager.
• Candidate must have and be able to demonstrate excellent verbal and written communication skills.
• Manage and execute projects including budgets and schedules from inception to closure.
• Reliability, strong work ethic, and ability to work in a team-oriented environment.
• Possess understanding of applications and programming to support database, GIS and/or websites.
• Provide Technical Guidance to Project Team.
